Lieutenant Issaaia

Lieutenant Issaaia was an Esk Decade Lieutenant on Justice of Toren at the time of its destruction. She was second in seniority to Lieutenant Awn, whom she disliked due particularly to social prejudices between houses. She held anti-reform sympathies.
